The COO provides the leadership and management to ensure that the business has the proper operational controls, financial, administrative, and reporting procedures, and people systems in place to effectively grow the organization and to ensure financial strength and operating efficiency.  They also work with the President/CEO to implement plans and policies to meet long-range goals and strategies.


Essential Functions


  • Plan, develop, organize, implement, direct and evaluate the organization's function and performance
  • Provide day-to-day leadership and management
  • Management of the Finance and Contract’s organizations
  • Responsible for facilitating the business opportunity management and reporting process; vetting, evaluating, and making go/no-go decisions
  • Enhance and/or develop, implement, and enforce policies and procedures of the organization that will improve the overall operation and effectiveness of the corporation
  • Responsible for the measurement and effectiveness of all processes internal and external
  • Provides timely, accurate and complete reports on the operating condition of the business
  • Spearhead the development, communication and implementation of effective growth strategies and processes
  • Foster a success-oriented, accountable environment within the business
  • Represent the business with customers and business partners
  • Evaluate the business structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) of individuals
  • Plan, develop, organize, implement, direct and evaluate the organization's fiscal function and performance
  • Evaluate and advise on the impact of long range planning, introduction of new programs/strategies and regulatory action
  • Provide financial advice and knowledge to others within the financial discipline
  • Continual improvement of the budgeting process through education of management on financial issues impacting business budgets
  • Provide strategic financial input and leadership for the business
  • Be an advisor on contracts into which the corporation may enter.  Provide, oversee, and/or approve any necessary pricing efforts
  • Evaluate the finance/pricing/contracts division structure and team plan for continual improvement of the efficiency and effectiveness of the group
  • Provides support and leadership on costs/pricing for all capture and proposal efforts
  • Ensure CAS and FAR Part 31 compliance
  • Participate in contract negotiations to ensure compliance and cost-efficiency
  • Interact regularly with management to ensure that the business’s operational priorities are aligned with business direction
  • Performs commonly used contracting methods and contract types related to pre-award, post-award and/or price/cost analysis functions to perform well-defined contract actions
  • Support financial reporting up to the parent organization
  • Support initiatives across the parent organization


Required experience: 

Bachelor’s degree required in Business, Finance or other related degrees; Master’s in Business preferred. 

10-15 years Sr. level experience within the DoD and IC Communities
