PURPOSE AND OBJECTIVES
The Integrated Regulatory Office (IRO), which sits within Global Legal, brings together topic owners, LoBs, and key stakeholders to review complex regulatory requirements and implement them sustainably into SAP products, processes, and operations, supporting SAP’s Cloud Compliance Management System (CCMS). To enhance the capabilities of the IRO to provide regulatory advice and support the business in complying with regulations and standards from Greater China, SAP Greater China Field Legal is hiring a senior legal counsel based in the region experienced in regulatory and compliance matters. The role will report into the Regional General Counsel EMEA, Legal Executive for EMEA and Greater China with a dotted reporting line to the IRO. This role will work closely with colleagues in Legal, Security, Data Protection & Export Control, Government Relations and other compliance and technical functions including development and cloud operations to achieve the desired outcomes and the required changes in a collaborative fashion.
This role requires the individual to be a self-starter, to build and lead a network of experts, to draft policies and procedures, to collaborate with impacted business units in their compliance efforts, all in an agile manner and within the complex, ever-changing and challenging regulatory environments that SAP and its customers operate in. This role requires a blend of substantive regulatory knowledge with project management skills. It also requires a high degree of customer focus and proximity, service attitude and solution focus. It will collect relevant information from a variety of resources, help establish standards and best practices and disseminate knowledge across organizational boundaries.
JOB RESPONSIBILITIES
- Serve as the primary legal contact within the Greater China regional cluster of the Integrated Regulatory Network, driving the cluster to monitor, analyze, and dispatch priority actions on regulatory topics.
- Consolidate overall regulatory compliance activity within the Regional Field Legal team and report status to IRO Hub team.
- Cultivate a network of local Field Legal experts in the various jurisdictions within the applicable region.
- Initiate the legal analysis (either personally or through the extended Field Legal team) for any emerging and existing local regulations in the IRO pipeline. Supporting the CCMS regulatory compliance practice and methodology at the local level.
- Identify matters for the CCMS pipeline, and help prioritize matters in such pipeline based on local needs.
- Provide input on regulatory compliance priorities as they affect the region.
- Drive decisions and support needs within the region for regulatory compliance related activities, in conjunction with the Regional General Counsel.
- Cascade relevant information and topics to the Regional Field Legal leadership team, the extended IRO team and related impacted teams, as required.
- Represent the local jurisdictional priorities and needs of the respective region/jurisdictions with the IRO and related programs.
- Work with appropriate local outside resources to help advise the IRO on specific regulatory topics.
REQUIRED SKILLS
- Brings rich experience and strong expertise in regulatory compliance in one or more fields of regulations such as data protection, telecommunication, cybersecurity, export control, encryption, mandatory security certification/audit and law enforcement assistance laws.
- Good grasp of regional business models and regulatory landscape for Cloud, on-premise software and mobile app businesses.
- Has solid drafting skills with experience in writing up policies, standard agreements and public communications.
- Demonstrates strong interpersonal and communication skills. Partners well with clients, maintaining frequent and open communication, to understand their business requirements and the impact regulations have or will have on the specific product and/or service.
- Has good project coordination skills. In particular, experience with product counseling, compliance projects and leadership in cross-functional teams is valued.
LANGUAGES
- Fluent in English and Chinese (Putonghua)
WORK EXPERIENCE
- 2 to 5 years working in a legal role supporting regulatory compliance matters.
- Experience in cloud businesses and/or security is a plus.
EDUCATION AND QUALIFICATIONS
Graduation from accredited law school; further technical degrees or certifications (e.g. from IAPP) is a plus.
